New to Canada Mortgage Affordability: The Stress Test Explained

The stress test can lower the mortgage you qualify for. A clear affordability plan prevents surprises.

Short answer: Newcomers face the same stress test as every Canadian borrower: you qualify at the higher of 5.25% or your contract rate plus 2%, which typically lowers your maximum mortgage by 15% to 20%. New Canadian jobs, thin credit and recently arrived funds don’t block approval but make planning more important. Lower your monthly debts, avoid new payments, and set your shopping budget from a real pre-approval.

What Is the Stress Test?

OSFI requires federally regulated lenders to qualify you at the greater of your contract rate plus 2% or 5.25%. You still pay your actual rate, but the test sets your maximum mortgage.

Why It Matters More for Newcomers

  • New Canadian employment with a short pay history
  • Thin Canadian credit
  • Down payment funds that recently arrived
  • Variable income (hours, bonus, commission)

These don’t stop approval, but they make planning and documents more important.

How to Improve Qualification

  • Pay down credit cards, car loans and lines of credit
  • Don’t take on new monthly payments during pre-approval
  • Increase your down payment if you can
  • Keep reserves after closing
  • Choose a price that fits your stress tested qualification

Your Shopping Budget

Does It Apply at Renewal?

Not if you renew with your lender or do a straight switch to a new lender with the same balance and amortization. Borrowing more or extending the amortization requires requalifying.

Frequently asked questions

Does the stress test apply to newcomers?

Yes. It applies to all borrowers with federally regulated lenders, whatever their residency status. You qualify at the higher of 5.25% or your contract rate plus 2%.

Why can I afford the payment but not qualify?

Lenders qualify you at the stress test rate, not your actual rate, and count your other debts. That can put your approved amount below what feels affordable.

How much does the stress test reduce buying power?

Typically about 15% to 20% compared with qualifying at your actual rate. Try the stress test calculator with your numbers.

Do condo fees affect qualification?

Yes. Lenders include half of condo fees in your debt service ratios, which can lower your maximum mortgage.
